Bid writing by APMP-accredited writers who know how bids are marked
JGP Consultancy provides bid writing services to businesses in Greater Manchester and across the UK. Based in Wigan, we have helped businesses prepare public sector bids since 2015.
Our team includes former bid evaluators. Your bid is owned and managed by a named bid writer, not a freelancer. Our bid team becomes an extension of your team, working alongside you from the first read of the tender pack to the day it goes in.

A dedicated writer adding value either side of the writing effort
You also receive a named account manager, and an expert guiding you each step of the way. Most marks are won or lost before the first draft and after the last one, so that is where much of the work goes.
A named writer, or a bid manager
A named, employed bid writer owns your bid from the first read to submission. On a bigger bid, we can provide you with a bid manager to run your bid team instead.
A straight ‘bid’ or ‘no-bid’ view
Before we write a word, we assess the requirements against your business and tell you whether it’s worth your time.
Every question mapped
Weightings, word limits and the evidence needed for each question, set out before drafting starts.
Your evidence, drawn out
Short sessions with your delivery team to extract the data that will lift the marks.
Drafts shared at agreed milestones
You see each answer at review points fixed at the start, and your comments shape the next version.
Independent critical review
Before submission, every bid receives an independent senior review of all material against the tender criteria. Where it adds value, TenderGuide AI™ also checks the draft from an evaluator’s perspective.
When to bring in a bid writing consultant
We write the scored quality questions using the operational detail and pricing your team supplies. If you already have a bid writer, we work alongside them.
Bring us in as early as you can. Mapping the questions and identifying the evidence at the outset saves valuable time later on. By understanding your processes and having access to your performance data, we will create compelling content aligned to your organisation’s strengths and your target client’s objectives.
Tender writing designed around the evaluator
Tender writing covers more than the method statement. Selection questionnaires and PQQs, quality questions, social value responses and framework applications are all marked in their own way. What’s more: evaluators must be able to justify how they are marked.
An answer can read well but still land in the middle of the range if evaluators struggle to award it a high mark. This is why our writers start from the marking scheme and your evidence, and only then begin writing.
Social value support
Our social value experts help you identify and develop commitments, using TOMs and other measurement frameworks where appropriate. We work with social value partner organisations to understand where commitments can make the most difference.
Our experience includes bids with requirements set by Greater Manchester authorities, NHS organisations, HS2, United Utilities and central government. We help write and shape your social value response and provide guidance on delivery and reporting.
Speak to an expert. Tell us what you are bidding for and one of the team will come back to you within one working day.
Get startedOur tender writing process, from documents to submission
Every bid is led by experienced bid writers. Where it adds value, we deploy TenderGuide AI™, our own AI applications, to make our service more cost-efficient.
Read the tender documents
With your business in mind, we assess the whole tender pack, including the scoring weightings, the mandatory requirements and the buyer’s needs. Then we advise you whether to bid. If the answer is no, it is far cheaper to hear that at this stage than the night before the deadline.
Map the questions
Every scored question is logged with its weighting, its word limit and the evidence required. Anything unclear is raised with the buyer as a clarification question while the window is still open.
Gather the evidence
We review your existing material and work directly with your technical and delivery teams to gather the evidence needed for the bid. Interviews and discussions can take place face to face, by phone or over Microsoft Teams or Zoom. Your subject matter experts explain how you will deliver the work; we turn that detail into responses that address the tender requirements.
Write the answers
Your writer drafts each response against the criteria. Where it adds value, TenderGuide AI™ produces a first pass for the writer to take apart and rewrite. Either way, the writer marks the result and reworks any content that falls short. You see the answers at review points agreed at the start and your comments help us improve the next version.
Check and submit
Before submission, every bid receives an independent senior review of all material against the tender criteria. Where needed, TenderGuide AI™ adds a further check from an evaluator’s perspective and a final compliance pass. Then it is submitted, on time.
Every scored part of a public sector tender
- Selection questionnaires and PQQs
- Invitations to tender (ITTs) and RFPs
- Quality questions and method statements
- Social value responses
- Framework and DPS applications
- Clarification questions to the buyer
Businesses selling into the UK public sector
If the public sector buys it, we can help you bid for it. These are the sectors we work in most often.
Our construction bid writing experience covers new build, refurbishment, civil engineering, highways, rail, housing maintenance and retrofit, as well as major construction frameworks.
TenderGuide AI™: our own AI, used to make our service more cost-efficient and better value for you
To better support our clients, we have developed our own proprietary AI applications, TenderGuide AI™. We use them where they are suitable for the bid, mainly so our service is more cost-efficient and provides better value. They are not used on every part of every bid and they never decide what is submitted to a buyer. Every response is owned, evidenced and signed off by a named bid writer. If a claim cannot be evidenced by your business, it does not make the cut.
We apply the same approach to identify the tenders in the first place. JGP Consultancy built and runs its own market intelligence platform, alongside which we use established commercial tender platforms. Where it helps, TenderGuide AI™ scores opportunities against your business profile and a person always decides what is a suitable fit.
Where TenderGuide AI™ can help
- Researches the buyer and the opportunity
- Reads and cross-references the tender documents
- Drafts a first pass on suitable answers, for a writer to take apart
- Scores each opportunity against your profile
- Checks compliance, word counts and evidence
- Adds a check from an evaluator’s perspective
What people do
- Decide which opportunities reach you
- Make the bid or no-bid call with you
- Draw the evidence out of your team
- Own, evidence and sign off every answer
- Decide what goes to the buyer
Multi-award-winning, with APMP-accredited, employed bid writers and former bid evaluators on the team.
Two first-time winners
A first tender, and a place on a Crown Commercial Service framework
A recruitment business came to us with no previous tendering experience. The opportunity was a Crown Commercial Service temporary staffing framework worth £300m. JGP Consultancy worked with them on the bid. As a first-time bidder, they won a place on the framework.
A first public sector contract, on a five-year framework
An arboriculture company in the North West had never won a public sector contract. The opportunity was the Greater Manchester Arboriculture Framework, which runs for five years. JGP Consultancy supported them through the tender. They won a place on the framework: their first public sector contract.
James Cadman, Bid Director
Leads all bid activity at JGP Consultancy
James leads every bid we write. The writing itself sits with a named, employed bid writer rather than a freelancer, who owns your bid from the first read of the tender documents to submission.
The team is APMP-accredited and includes former bid evaluators: people who have marked tenders from the buyer’s side of the table.
What clients say about working with our writers
Four clients, in their own words. Two are SMEs we support week to week; two are major contractors whose bids our writers worked on.
… We had a dedicated account manager who understood our business and guided us through every stage, from finding the right tender to strengthening our bid. It felt like having an expert in our corner the whole way through. That support is exactly what helped us land a £1.2 million contract within our first five months of working with JGP Consultancy.Ricardo SalvatoreBusiness Manager, R H (NW)
We have worked with JGP Consultancy for the past eight months, and their support throughout the framework and tender applications we have submitted has been exceptional. … Their expertise and guidance have helped us successfully secure places on three frameworks, and we have recently submitted our first tender with confidence thanks to their assistance. …Ruth BaxendaleGeneral Office Manager, Lansafe
… On the HS2 Track bid, Adam joined the team at a very busy period where we were to deliver responses to technical questions that would account for 55% of the overall marks. Adam quickly proved to be a key person of the large bid team. … By understanding the specific requirements, Adam was able to extract relevant information from the team and translated very complex technical information into a high written standard. …Sen Jay DookaykaLead Engineer, Egis Transport Solutions, on the HS2 track bid
I worked with JGP Consultancy on a large-scale transport construction bid and was very impressed with their genuinely collaborative approach to work. Get startedQuestions we are often asked about bid writing
How much does bid writing cost?
We generally quote a fixed project fee. The quote reflects the time required from our expert team, based on the number and complexity of the questions, the evidence you already have and how much support you need.
For suitable bids and clients, we also offer a win incentive model. This combines an upfront fee with a fixed cash success fee agreed before work starts, payable if you win the bid. It is not suitable for every bid or every client.
Do you use freelance writers?
No. Your bid is owned and managed by a named, employed bid writer, not a freelancer. Our APMP-accredited team includes former bid evaluators who have marked tenders from the buyer’s side.
Who will we work with?
A bid writer and a named account manager are assigned exclusively to your project, and you have a single point of contact throughout. On a bigger bid, we can provide you with a bid manager to run your bid team instead.
Will our writer have experience in our sector?
We choose a writer with relevant professional bid writing experience. That does not always mean they have worked in your exact sector before. Their role is to analyse the specification and scoring criteria, then work with your subject matter experts to match your evidence and proposed approach to the requirements of the bid.
How do you use AI?
We have developed our own proprietary AI applications, TenderGuide AI™. We use them where they are suitable for the bid, mainly so our service is more cost-efficient and provides better value. That can mean research, a first pass on suitable answers or extra compliance checks. They are not used on every part of every bid and they never decide what is submitted to a buyer. Every response is owned, evidenced and signed off by a named bid writer.
How much notice do you need?
As much as you can give. Mapping the questions and identifying the evidence at the outset saves valuable time later on, so the earlier we see the tender documents, the more of that time goes into your answers. If the deadline is close, call us and we will tell you honestly whether it can be done well.
What do you need from us?
We need the tender documents, short sessions with your delivery team to draw out the evidence, the operational detail and pricing, and someone on your side to review drafts at the milestones we agree at the start.
Can you guarantee we will win?
Nobody can do that honestly. What we can do is answer the marking scheme with evidence an evaluator can score, and give you a straight ‘bid’ or ‘no-bid’ view up front if a tender is not worth your time.
Can you help us find tenders as well as write them?
Yes. Tender Guide, our award-winning retained service, gives you a named account manager who finds and qualifies opportunities for your business week to week.
Is the first conversation free?
Yes. The first conversation is free and there is no obligation. Tell us what you are bidding for and one of the team will come back to you within one working day.
